So what's your bike measure?

I think you would be better-off spending $ on aftermarket fork springs, cartridge emulators or RICOR or YSS wave washer stacks, maybe a fork brace. Actually, if you want to improve your handling, get a replacement 17" or 18" rear wheel, and buy a pair of radial tires.
 
So the ST1100 is 2" shorter, you need some slugs to lengthen the downtubes to make it as-long.
 
We lower 2" all the time but we do that usually with internal blocks which doesn't reduce overall ground clearance. The compressed length needs to be verified to make sure you would not bottom too low with a hard bump.
