I used to go down to Ensenada a lot back in the mid-80's when I was Stationed in San Diego.
We always had a Blast.
And the Bus ride from Tijuana was always entertaining.
We'd carry a cooler full of Beer and our fellow passengers usually included chickens and goats.

We never drove because the Local Police had a habit of confiscating vehcles driven by US Military Personnel.
 
As I understand it is now off-limits for U.S. military personal to cross the border per U.S. military. What I have seen living here is off roading, whether two wheels or four, is what alot of people do.
