Rear axle bolt

Ok. What am I missing here? Tightening the rear axle bolt to specs. 150 newtons. I don’t even get to it. It locks wheel up to tight. It smashes the caliper bracket into wheel.
I have the washer in between the hub and caliper bracket. If I do it hub>bracket>washer>swing arm. It locked the wheel up.
So what am I missing here??

A word to the wise, look for those things when you dismount your wheels to get a replacement tire mounted at the shop. I once had to return to the shop to 'collect' my missing spacer.
