All parts are good just put in new starter, but that was not the problem, so I pulled of the magneto thinking it was the starter clutch, but now the crank shaft turns smooth 1/4 turn in ether direction then locks. I'm going to check out the clutch basket which I updated to barnet plates and $250 spring conversion long ago. After that that clutch don't slip.
