I just looked at mine and yes the bottom two brackets each have about a 1/2" black spacer between the bracket and the frame. Sorry I wasn't sure question at first.

If it has these brackets on there all you need is three bolts to tighten the brackets down. I would think the brackets would be part of the shield, of course I am sure you picked it up.

Sorry but I have no idea. The 130 should be a bit wider but actually a shorter tire also being a 70. That is why I ended up going with the Spirit line. Of course some guys are running 17" wheels front and back, not sure what size tire? Sean Morley maybe able to answer the front tire question...
