Have you tested your TPS? It sounds suspiciously like it might be going bad... I would guess the factory service manual would have the proper readings for what a good one should test out at.

Might want to indicate what you consider to be 'low mileage' and a general idea of what you might be willing to pay...I'd guess a 2009 with low miles might run a fair bit less than a 2015+ with the same amount of mileage.
