cupping

Weird problem, I just picked up a 91 that needed fork seals. I had them replaced, but the bike still handles like crap, it wants to pull back and forth. In other words, if you turn left, it wants to keep going left, you really have to fight it to bring it back to straight. Seems going left is...

Not sure if this is a front suspension problem or not but I recently purchased a 2000 V-max and I noticed that the front tire is cupping right down the center of the tire. Is this a suspension problem? The bike has 9300 miles on it. The tire is a Bridgestone 61V 110/90/18. Thanks in advance,
