I'm going to order seal kits for my Tokico's that have been in my garage for two years. Parts fiche says 2 kits are required. Is that 2 kits per caliper or for both?

I'll be installing these soon I hope. Is it necessary to bleed your calipers or at least fill 'em with fluid before re-fastening the brake line?
