Soooooo, feeling out my 'brand new' 2018 VMAX the other day.
I have been under the impression that it was governed at 132 mph.
This is......not the case

What am I missing here ?!? The bike is bone stock, no reflash.

The speed limiter is at 137 MPH

Also there is around a +7% error in the speedometer display. So...you might read as high as 146 or 147 when you are flat out.

Removing the limiter will get you to a true 165 or so.
