hole in gas tank

so i have had issues with my fuel sender and took the tank out yesturday only to discover a small hole that looks like its been drilled in the top of my tank.

Does anyone know if there should be a hole here or not?

second question, when you guys fill your tank do you fill it to the very top, the very very top where the cap goes on?

any help on this would be appreciated

Usually there are three holes at the top of the tank - one is the filler tube, one is for the feed to the fuel pump, and the other is the breather tube which should have a rubber hose going down on the right hand side.

Any other is not a normal thing.

If you fill up higher than the level of the breather hose, fuel will run out down the side and under the bike. The breather hose is also the overflow hose..
