Yes it is. I took my stock ones off last week...and that is exactly how the bolts go.

Yes, the countersink is to recess the bolt heads....probly for clearance at the forks. Pretty sure it will have a directional arrow on it also.

Rear is the only one with directional arrow with the 280mm rotor. The front 280mm rotors on the 85-92 also have that. The 298mm version you have pictured is not directional and everyone is correct that you have shown the head side.
