So, I had a new tire put on the rear wheel. Reinstalled the wheel, and it seemed like the caliper was hanging up. Removed the caliper and noticed the rotor screws are hitting the caliper bracket. I must have something installed in the wrong spot but I did exactly as the manual stayed. What am I missing here? It’s maybe 1/16” too close.. thanks in advance!

I didn’t replace the tire myself, just removed and installed the wheel. Does the shop have to remove the rotor? I.e. could they have flipped the rotor by mistake? Would that matter?
 
The manual I have shows #22 going on the bearing side, and I don't have a #15 as far as I saw.. unless that stays in the wheel. but even with the washer on the outside of the caliper bracket that just going to move the rotor closer isn't it?
 
Looks like axle is in too far and the gap between swing arm and rotor bracket is too large. The washer normally goes on the outside of bracket unless you run a 180 tire, then some run the washer on the inside to allow clearance.

Possibly the rotor bracket not slid on axle correctly? See photo of mine vs yours

Also check left side spacers to see what is causing axle to be so far in swing arm.

So it seems I’m missing #15 from your breakdown. Is there a part # I can use to look for it? It was tied to the wheel as that’s how I keep things in order, probably my fault. I assume the tire shop I used cut the zip tie and I didn’t get it back. If I could buy a replacement that would get her back on the road. Thanks in advance!

Item #15 is the oil seal. Readily available on-line.
