need help front springs

Hi,
I just removed front spring on my 89 and whene I measure oil level it was 11.5 in. from the top.In manual is 5.5 in.
I drain the oil it was 400 ml there,I think in manual is 451 ml.So I put 451 ml of oil in there and now oil lavel is 11 in.
It dosnt make any sens to me.

You also need to remove the spacer/washer and fully compress the forks.
