oil in carbs

Hey everyone new to the forum and loving it just bought a vmax last week, its a 96 been doing a lot of searching and decided to post. I had a dead spot in my throttle 2500 rpm to 3000, if it were getting no air or gas just seem dead but when i gave it more throttle it runs fine, was also wondering what you guys cruise on freeway rpm wise, ive been getting 20mpg so I decided to try the shotgun method listed here, as I started to take apart carbs ive notice a lot of oil in the carbs i took off the caps even in the diaphragm had oil around it, when I bought the bike from the guy he said he just went through the carbs so Im not sure if he did something wrong i think im running to rich as well have a little bit of wet plugs when I was doing a tune up, just wanted to see what everyone thinks of this thanks, any more details please let me know appreciate it everyone love the site!
 
A little gas is OK under the diaphragm covers, but your 20mpg is not a good sign.

Did you ride it before buying it?

I personally take anything a seller says with a grain of salt.

I would start with a carb sync, and go from there.
 
If he wasn't paying attention when he went through the carbs it would be failrly easy to mix up Pilot Air Jets PAJ 1 & 2

20mpg is way low, I don't think you could ride a Vmax hard enough to get that mileage if all else is OK.....
 
It's normal to see some oil in the air box as the breather system feeds into it.
The volume of oil is proportionate to a) How over filled the sump has been in the past and/ or b) How long it was since it was cleaned out.

Start with the basics and assume it hasn't been serviced.
Change oil, air and fuel filters + oil and plugs as a minimum. Wipe off any oil in the air box.

Balance the carbs the go for a ride and see how it feels.
 
I took the carbs off and they are clean, so I'm guessing it's just a tuning issue, i found one of the hoses on top of carbs to have a hole in it but I think it's for excess gas or air not really sure, but could that cause it to bog out a bit, and how many turns is normal for running carbs and he said the bike has a fuel enrichner, it's on a toggle switch, he said it dumps more gas into carbs when your trying to give it balls anyone else have something like this, it ran fine when I tested it out, I changed oil when I got home and plugs spark plug boot are kinda cracked up probably should replace them but thanks everyone for the help anyone in las Vegas area?

Probably the breather for the float chamber. These are Siamese together and secured by an air box lid screw on either side.

Presume you are referring to the idle mixture screws? Start at 2 1/2 turns out.

Not come across anything which 'dumps more fuel onto the carb' More likely to be one of the devices which brings the V Boost in earlier, typically @ 3K.
