Rear wheel spacer...

This came out of the rear wheel assembly when i took it apart, is it parts 2/3 combined from the microfiche (both pics attached)?

Do I need to pound the spacer off the collar and any specific way to set it back on?

Leave the spacer on the collar. It is just there to keep the collar/sleeve aligned when you put your axle in (nothing else holds that end up in place).
