So, what are these?

I've been looking all over these things for markings, identifying marks, hieroglyphics, and I can't find anything on them to tell me what they are. They are very, very stiff, I'm guessing they are supposed to be adjustable, but I believe I would need a tool since turning those bottom parts doesn't seem to do anything (not enough muscle I would think). Anyone here know?

Progressive shocks....412's I believe.

^ Yep, they're Progressive 412's and a spanner wrench is needed to adjust them.
The spanner wrench comes with the shocks.
