engine turns but won't start, gas ok, spark at plugs ok, starter relay ok , checked the resitance on the starter cut-off relay got zero, the manual says 225 ohms, could the relay let the starter crank the engine but not make it start

I THINK if starter relay is bad it won't crank at all. Any strange noises or does it crank at normal speed? Engine flooded w gas?
 
Try jump starting it. it's common for the newer starters to be so efficient that they will let the engine crank over but not enough voltage to turn on the CDI.

Fuel pump, signal and cutoff relays are under left scoop. Side stand relay (early models) is near the front coils and starter relay is near battery.
