bad idle after carb cleaning

Carbs are sync'd, but still cannot get it to idle correctly. I found 3 of the 4 pilot screw o-rings ripped open. I replaced the o-rings and thoroughly cleaned the pilot circuit. Did a dry sync of the carbs. Basically got the butterfly values to open and close visually as close as sync'd as I could. That at least got me into the ball park. Then finished with a good sync. However, I needed to use a little choke to keep the bike running. I still need to use a little choke or else idle is either too rough and dies or adjust the idle and it rev's too high. Nothing in between works. Pull the choke out a couple mm and I can adjust idle, sync carbs, etc. What the hell am I doing wrong or what am I missing? The pilot screws still do nothing or at least very little (with the use of the choke or not). I'm starting to think I might have an ignition issue that looks like a carb issue. Off idle seems to be ok....not sure what to do next????????

This is a 1985 all stock (airbaox, carbs, exhaust). I did mod the airbox to ensure that it stays in full contact with the carbs at all times. I created a clamping system that pulls the box into the carbs in order to reduce or eliminate leaks.
 
Alright, I took another stab at cleaning the carbs. This is attempt 3.....:(

One of the things I didn't do before was to remove PAJ1 and take a look through the jet while held up to a light. Despite blasting the mother with air and carb cleaner, all 4 were partially blocked. I cleaned them with a piece of thin wire and a few more blasts. Now they are nice and clean. The other thing I didn't do the first couple times was to remove the jets in the jetblock. I did blast them with air and carb cleaner so this time I wanted to look at them. Glad I did because the pilot jet in all 4 carbs was totally blocked. These are super small jets. Cleaned them with a fine strand of wire, carb cleaner and a blast of air. Re-assembled and it was too late tonight to fire it up and test. While open, of course I blasted every hole I could find. I hope to hell this is what has been causing me so much grief for a couple of weeks. However, I did notice something else that needs attention. While tinkering around I got a shook from no1 plug boot. I wasn't expecting that at all so the next thing to chase is this spark leak....:(
 
Yeah, always remove all jets from the body and always remove the jet/main bleed from jet block. The only thing I do not do everytime is remove the choke plunger. If it isn't leaking, it's fine.
