can anyone explain what happens when a choke plunger has a hole in it? looks like mine has a little bit of a hole during my tear down. Dont have permatex black. does anyone know what ingredient is broken down by gas? i have a couple other permatex products here.... do i just use any flexible non rtv product?

Is fuel coming out of it? If not, just put a dab of RTV sealant. Otherwise, I have spares I could sell for cheap.

but still kinda interested in what the choke plunger does...

my choke has always been a little unresponsive and delayed. carbs came apart and kinda sealed em up. but ive had some horrible rotten problems with gas mileage, and the bike liking to die after it gets hot ... dies below 2k on the rpm so who knows?

It's a bypass. There's a separate hole/circuit in the float bowl and that feeds fuel through the plunger and directly to the bottom of the carb. No air is mixed with this.
