CrankCase Cover 2 question

Can anyone answer if the CrankCase cover 2 is THREADED for the drain bolt? I am having a slow "drip" from bolt 21 and crush washer 22,
I am not seeing any threads in the "cover" for this bolt, the question is should there be??

The block is threaded (but not as deep as the other holes in the block).

The engine block threads are good....my "cover" bolt hole is smooth with no threads and I am having a seeping oil issue with that drain bolt....
Sooooooo the "cover" it self has no threads?

I had a similar issue on an XJ900S which has a bolt behind the cylinders with a copper washer. I could torque it up as much as I dared and it would still let through an oil mist. I solved it by simply using a thinner copper washer which could distort enough under pressure to make the seal.
 
I assume there isn't any damage to the mating surfaces and you have the correct length bolt (25mm?)
If not already done so use a new gasket and either a new copper washer or anneal the old one, then torque to the correct setting.
