Adjustment screw on left side balances cylinders one and two together.
Adjustment screw on right, rear balances cylinders three and four together
Adjustment screw on right, front balances cylinders 1&2 AS A PAIR to cylinders 3&4 AS A PAIR.
So, if the levels on your meter for 1&2 are sky high, and the levels for both 3&4 are way low, adjusting the screw on the right, front will bring the PAIRS into balance.
It just takes a little paitience, you'll get it.
I'm looking at post #34 in this thread and checking out your picture. To start off in a situation like this I would go to the screw on the right, front and adjust it first. That would drop BOTH columns 1&2 down and raise BOTH columns 3&4 up. It would not synch them but get everything in the ballpark.
Then, I'd follow Marks directions from the sited here. Go to the left side and turn the adjustment there to balance carbs 1&2 as evenly as possible. Blip the throttle. Get it as close as you can. Making multiple adjustments if necessary. Don't worry about anything but 1&2 right now.
Next, go to the right side of the bike. Screw towards the rear. Adjust it so carbs 3&4 are as even as possible. Blip the throttle. Repeat till you can't do any better.
Now, you should have carbs 1&2 reading very close to one another. 3&4 should be close to one another. The next step will be to make them all line up. Right side, front screw. This will balance both left carbs to both right carbs.
If you are off 2 mm/hg but not WAYYY out of wack like in your pic then start the process over from the beginning following the directions from Mark in the sticky in the carb section.
There is no difference between controls and balances, or synching when we are talking in this thread.
