well the 'reasoning' behind milling the concrete is to even the concrete out and help with wet traction. Here in my local area they spent a lot time milling the concrete. Now while driving in a 4 wheel car / truck it has made for smoother roads and better traction but on a motorcycle it has made riding on this surface worse. I have no real problems and do not notice it too much, but I let the bike hunt for it's line and correct as needed. As far as the blacktop getting pulled up and repaved watch out for the tar they spray down to help the blacktop stick. And the drop down to the milled surface can be up to 3 inches and when you leaving the area that is going to get replaced you have the up bump of the same hight. If you hit too hard your ass is going to know it
