I worked out this method several years ago and the results always amazes me.
Here's the directions I posted in another forum. That's aluminum enamel paint in the small can. Don't let a little rust discourage you. Amazing results are possible with the tools and products in the pic.
1- Stainless wire brush, steel wool ect all rusty areas.
2- Lightly spray rust areas with rust treatment, wait couple hrs.
3- Wipe aluminum paint on rust areas with q-tips and wipe off excess with clean cotton rag before the paint starts drying. The paint sticks to the rust and wipes off of the good chrome.
4- Lightly touch-up painted rust areas with clear engine enamel for improved gloss and added longivity.
