Swingarm rust

Hi all, new member here.
Just bought a 2nd gen vmax with hardly any miles on clock.
Really happy however notice quite a bit of rust around metal plate just in front of the wheel ontop of swingarm.
The plate is held in by 4 rivets and has a rubber seal underneath.
Just wondering what's underneath the plate and has anyone had this experience?

Sound dampener. The arm is aluminum and won't rust. We've removed for coating before.

Thanks for replying. The arm maybe aluminium but the plate is steel as its magnetic. Its covered in rust around the edges just above the rubber seal.
No big deal as I'm going to rub down and spray in situ.
Just wondered what was under there and why use rivots instead of bolts.
For such a expensive machine cost cutting should not be a issue in the manufacturing stage.
