Remove the left scoop. Locate the round electrical M-F connector.
Turn on the ignition. You will hear the stepper motor for the VBoost pull-open the VBoost butterfly.
When the VBoost butterflies open fully, unplug the round connector. This leaves the butterflies open.
Replace the scoop, go for a ride.
Pay attention to the bike's idle, as it's different when the VBoost is always on. It drives the H-D guys crazy, they want that idle! It sounds like a built small-block Chevy V8. Don't crack the throttle, just let it idle and get ready to answer questions after you park, and turn it off. "Man, that's bad! What did you do to that?"
Actually, it runs better with the VBoost operational. Unplugging the VBoost gives you a great idle sound, but a functional VBoost is going to be better performing.
One of the companies offering a VBoost control is Python. Look in the factory instruction manuals section of the Gen. 1 tech heading, I think there's a sheet on the Python VBoost control in there.
