Is they a way to test the V-Boost Motor off of the Bike to see if it is Functional ?

I don't recall which pins but yes. You can apply voltage to specific pins and reverse the polarity to the same pins to turn it the other way

This should help:

+12v to black/ yellow wire terminal and -ve wire to black/ red the servo should operate.
Also measure resistance between yellow/ blue and white/ red wiring terminal connector on the servo then between white/ red and white/ black.
Add the two resistance's together which should be between 5.25 and 9.75 K-ohms.

Helpful hint: A Haynes manual tells you this.
