I used a hot air dryer and wedged a screwdriver to shape my cover away from the tire.

And yet it was air tight sealed with no holes for dust to go in ?

Last update, there is no other option but to remove the rubber piece and the duct tape won't also fit technically 100% because the drive shaft is not completely fitting in the chassis that is why the rubber part is curved towards the tire, picture attached to show the rubbing with tire and wheel part
I eliminated the sticky part on the duct tape just incase and added lubricant on the drive shaft so it is isolated and that is the best solution we could reach after all the brainstorm to minimize the dust from entering to the drive shaft moving parts inside.
