Will not hurt power either way. The strongest Vmax I ever owned as a 2005 (that had gone end over end) and was a Cali bike. If desired simply remove the cannister and cap off the line on the carb body.
 
Does it rob horsepower? Does that mean mine is a California vmax?
Apparrently the 1987 and newer California Models made 5 HP less than the other US and Canadian Models.

^ True, there were no 1987 California or US models BUT I'd guess that they were still some produced in late 1987 just not shipped until 1988.
So it could be a typo or it could just mean the bikes that were produced in 1987 even though none were shipped until 1988.
But who knows.
If you look here it does show the 1987 and 1988 Vmaxes were basically the same bike:

Poolio I have a 2003 CA model. I removed the canister last year when I did an engine swap (long story... ate the crank and blew the motor ) last fall (got a fresh rebuild from UFO Performance)... get a fuel resistant plug and install as I show and sync the carbs .... no more CA compliant model and runs awesome.

Welcome johnny s, That's exactly what I did-same vacuum plug too.
Would love to see a larger picture of that bike though.
