brake disc bolts snapped advise

Aren't stainless weaker than the stock bolts? What would be the shear factor difference? I bought some when I converted almost every bolt/nut/washer to stainless when I redid everything on the bike. Decided to keep the originals for possible safety reasons. Did have to replace several that broke when trying to remove though. Also have to be careful to get low profile heads or will have clearance problems.

Those stock bolts are pretty terrible. I doubt that stainless is actually softer. I know it's not a grade 8 bolt, but it's gotta be harder than stock. Those things feel like zinc coated pot metal.
