Fuel Pump voltage question

Does the Fuel pump Voltage on my 1985 V-Max supposed to drop to zero after V-Boost is done cycling? What signals it back on?
Mine does
Also with the Fuel pump electrically connected the V-Boost cycles VERY slowly on Key on, Unplug the fuel pump and it goes normally
My Max started acting like it was starving for fuel and ALMOST left me stranded
So I am to assume, my fuel pump is toast:ummm:

First a history
Bikes second owner was by best friend, he rode the bike 135,000 miles,when I got it
Over the years it started developing some issues
Hard starting,,,, running hot and so on
I replaced the carbs and she started and ran 100% better.
for a while, the last couple of rides, It felt like it was leaning out and kinda nosing over while cruising.

It sounds like the pump is bad. The fuel filter isn't almost blocked is it?
