Alright, I re-read this thread again and am even more convinced that this is definitely a carb issue. The symptoms point me towards this conclusion. If you look the bike picks up after 4k rpm which is when the carbs transition from the idle circuit to the needles. A stuck ring would have other indicators that just arent there with this bike. Using the exhaust pressure felt by hand and noting a difference is not uncommon with the stock exhaust. Before getting too involved here I would try Seafoam and both the shotgun and peashooter.

totally right that a ring issue will bring oil blow by with it. peashooter, seafoam and ride the hell out of her it will be way better man. If it still ends up having issues and your compression test is good id say open the carbs and take a look, with rust in the tank doesn't take much to plug up circuits in the carbs. let us know hope this all helps ya.
