license plate light bulb replacement

Guys... Went to inspection today and my license plate light bulb is out... Anyone replaced this bulb and how to do it.. It looks like there are 4 bolts that hold that assembly to the fender. Is there an easy way to do this or is dropping that piece the way to go. I can't tell if that top black plastic cover snaps off to get access to the bulb..

Also, is there a good LED bulb that would be a better replacement??

Got it apart.. Not to bad actually.. The lamp is marked 37R.. The R I believe is something about a reflector.. Went to NAPA and their type 37 bulb is about 1/2 the size of the one over the plate. I physically / mechanically matched up to a NAPA BP168LL-N [type 168 bulb] the filament has little wires supporting it.. This lamp slipped in no problem and the lamp assembly went back together without issue.
