open header with original muffler... is it possible?

there are places ( like Italy ) where laws proihibited some of the most useful and beneficial upgrade to the max. The 17" rims conversion , or the larger tires are just few of them.
One of the most annoying , anyway, is the exhaust or the muffler upgrade. It is impossible to use any muffler or header other than the original one, or 1 or 2 brands that offers header in the same diameters and mufflers very similar to the original one. Marving is one of that brands.

4 in 1 exhaust are a mirage.... at least if you want to ride with peace of mind of not seeing your bike seized away from the cops.

There is only one way to try to overcome this issue ; using a larger header tubes but with an original ( modified ) muffler.
In this way you look as if the exhaust is original and no troubles will be in sight.
I know that this is like "cheating" , but I would gretly appreciate your thougts about this matter.

Do you think that it is possible to modify the original muffler in a way that can be used successfully with an open header?
And if yes , what should be the correct way to go? splitting the original muffler in 2 and use it in a 4>2 real configuration without connections?
 
You would not benefit if you are reusing the stock primary pipes. You would have to use a 4-2 and make it look like it was stock by putting on the stock mufflers with different guts. Here's a stock system but with changed mufflers that actually looks similar to stock but much deeper and louder tone.
