Throttle cable blocker(carb side)

Hi guys,

A very stupid question ,,*facepalm*

So, im almost done with my carb rebuild, however im not very sure if i have intalled the throttle cable correctly,, in the pictures attached ive pointed the blocker with red arrow, one of the blocker is in the open and looks like not really ' blocking' anything the other one is locked and in place., was just wondering if it should be like this... thanks

yes, i did take photos prior to dissasembly but unfortunately this one come out blurry.

The cable with the single barrel is the pull cable it goes on the front bell crank.
The cable with 2 barrels goes on the rear bell crank.
