Pull a fuse for the heated steering wheel if it has a dedicated circuit, or a switch on the hot feed side to the heated wheel if there are multiple accessories on the circuit, which I expect to be the case.
The 'key-off' cigarette lighter is probably a liability thing: "I thought shutting-off the key shut down the electric, so when I left my immersible heater plugged-in, resting on the upholstery, how was I to know it would ignite the seat when I left the truck?"
You should just run a jumper from the fuse box to the one cigarette port you want to use when the key is off, just make-sure it's still fused. Just find an 'always-on' connection and throw a fuse sized to above the load you will be putting on it, as-close to the connection to the hot tap-in as you can.
