That doesn't sound too much like a starter clutch to me.
It sounds like partial or possibly a stripped engagement, or a bearing issue. I'd pop the flywheel cover and maybe even the starter and have a look see. Also bolts tend to work loose when trying to start with low voltage. This could be another thing to check.

I can feel where the starter comes into contact with The gears inside and from what I can feel there fine
