So I have the 2002 Silver Dust edition bike.

Do y'all think I could get a decent result by reapplying a nice clear coat or would I be better off just painting a solid color?

I know it's opinion but I don't know how Yamaha got the paint pattern to look like this and I'm not sure how deep these scratches go.

It kinda looks like I could do a light and careful sanding and then apply some urethane enamel clear and bring back the shine while keeping the underlying 3d pattern.

Maybe can't tell in the pics but the fenders appear dry and dull and the faux cover has dark spots.

That effect is applied by hydo dipping which then transfers whatever is on the decal onto the part. The effect can be altered by changing the colour of the base coat. a clear coat is then applied. Not that this process is different from a vinyl wrap.
This is how I got the carbon effect on my bike.
If the damage is confined to the clear coat then you may be able to flat that back and then re-finish. The risk is that you go through and also take off the carbon effect. If that happens you are no worse off.
An alternative would be to seek out replacement carbon effect parts.
 
In the 1960-'early '70's Honda used hydro dipping I believe for 'Dragon' paint effects on their 350 twins.

These OEM Honda option paint jobs are worth more-than an entire bike which usually was a red/white or blue/white paint job.

Personally, I love the Silver Dust Colour…I just got some rattle cans made up and res prayed the bike back to original…my bike paint was quite badly faded when I got it !

I have brought back a few with new clear but that one looks way to far gone. I would just repaint it.
I think you are right in this case...

I painted my 85 gloss black and it looks great with the silver trim or chrome everywhere else.

Ok, I think I'll re-paint it. Is it best to get the round logos off the faux tank with a piece of thread?

They come off easy . I usually just use a small screwdriver around the edges
 
Or just leave them off (round logos)...looks cleaner IMO. ;)
I have never put a set back on, in all my years. Simply because they look to me as a stick-on afterthought. Looks like something that should be at home on a riding lawnmower.
Kinda like that stupid warning label at the rear of the same (air box) tank cover when they were new...GONE immediately on day one before it has a chance to bake on!
If the logo was a decal in the paint, covered by clearcoat that would be a whole 'nuther matter.
 
Is this rattle can paint an acrylic or a urethane paint?

I have some leftover gloss black urethane enamel and clear but this silver really catches the eye. I wonder what is the approximate cost for the paint?
Cost me $35 per can in New Zealand…it s acrylic and was made up at an Auto parts shop called Supercheap (very popular in NZ and Australia) gives a nice finish if you prep well don’t rush…NDS or New Dust…Silver is listed in their database under Yamaha colours…
 
I'm not familiar with a 2002 "Silver Dust Edition". I thought 1999-2002 were the carbon fiber dark grey color with aluminum wheels and chrome exhaust. The 1997 was silver with black wheels and black exhaust.

Correct, 2002 is carbon fiber. Conway's bike looks to be the 1997 silver.

Colors by year (stolen from a post by Sean Morley)
85 - the only year I can recall that offered two colors, a maroonish red (most popular color) and a purplish blue
86 - maroon (slightly different shade then 85 as I recall)
87 - canada only model (and overseas) - red/black
88-89 - red/black
90 - shiny black (black with blue metal flake)
91 - black (black with silver metal flake)
92 - Maroon (has a lot of metalic - my favorite year for the colors)
93 - Purplish Blue
94 - Yellow (whitish metal flake)
95 - Orangish Red
96 - Black (no flake)
97 - Silver
98 - Black with silver flake
99-2002 - Carbon Fiber
2003-2004 - Flat Black with silver stripes
2005 - Red with orangish flames
2006-2007 - Black with red flames
