Almost sounds like a p.o installed the wrong springs and covered up that by adding more air and when she went she dropped way lower than expected!

You may be onto something here, because there were a TON of "less than smart" changes made to this bike, I've got some Progressives ordered and on the way, will report back after I take it apart and find out what really happened!!!
